A prime plot in Worli adjoining INS Trata, a naval property located on Sir Pochkhanwala Road off Worli Seaface, has changed hands for several crores, even though there are slim chances of any construction ever being allowed on it.
According to an insider to the deal, the plot, admeasuring around 1,700 sq m, was sold off by developer Mohan Babani, who had purchased it in 2003 with the intention of constructing a 19-storey building on it. His plans came to naught when the Indian Navy objected, citing security concerns.
Babani was allegedly conned into believing that all the requisite permissions from the Navy had already been obtained when three people–two real estate agents and a retired naval officer–handed him forged documents to the effect. In May 2005, Babani and the trio was arrested by the Worli police for the forgery.

He can then sell the property so developed in the open market. The TDR was to be an incentive for builders to construct homes for the underprivileged. But this led to other complication
