It was a deal as intriguing than a KGB plot. Russian diplomats discovered in July 2006 that a piece of prime Mumbai property, leased to the Russian embassy by the state government, was sold off to a Dubai-based businessman for $10 million without their knowledge.
The plot however thickens further. Today the same diplomats are wondering how the five men who were charged with selling property (leased to the Russian government) for ten million dollars have managed to walk free even without a trial, after they were given a clean chit by the same police station that registered the case against them.
The genesis of the story lies in a 15,000 square ft plot located near the chief ministers bungalow at Malabar Hill which had been leased by the state government in 1969 to the erstwhile USSR government. A three-storey structure was then built at the site. Called Marine House, it was used to house the residences and offices of the Trade Representation of the Russian Federation until December 2005.
According to an FIR lodged by Russian consul general Alexander V Mantytsky at the Malabar Hill police station on July 20, 2006, private security guards posted at the entrance prevented him from entering the premises when he paid a visit to the building in April 2006. He was told the property had been bought by Dubais Dawood Moinuddin for $10 million (approximately Rs 46 crore). The police then named five persons in its FIR—Dawood (62), Anand Vora (35), Dina Shah (52), Lohit Kankadi (47) and Pravin Kumar Shukla (25). They were alleged to have trespassed into the property and prepared forged documents for its sale.
